Notes: This creamer was most likely ordered for the Peggy Stewart Tea Room, located at 17 West Saratoga Street in Baltimore. From a 1926 Goucher College yearbook, we find that the restaurant offered "breakfast, luncheon, dinner, afternoon tea, banquets, receptions, catering."
According to the Wikipedia, the Peggy Stewart, a Maryland cargo ship, was burned in 1774 as a "punishment for contravening the boycott on tea imports which had been imposed in retaliation for the British treatment of the people of Boston following the Boston Tea Party. This event became known as the 'Annapolis Tea Party.'" It would therefore make perfect sense to have named a tea room in the event's honor.
The dark green border pattern is Manhattan, with the bottom bit of the urn cut off to make room for the "Peggy Stewart" lettering.
