The Red White & Blue Restaurant was located at 203 High Street in Portsmouth, Virginia. When it opened and closed is not known; however, based on snippets found on Google, the restaurant is listed in the 1924 Virginia State Directory of Business and again in the 1959 Hill's Portsmouth City Directory.
The following review in the Smithfield Times Business and Industrial Review section, dated August 26, 1954, seems to contain quite a bit of thinly veiled racism, sadly not uncommon in that era:
"Visit the new Betsy Ross Room at the Red, White, and Blue Restaurant. No beer, wine or liquors sold.
This up-to-date restaurant is one of the leading establishments in this part of the State and enjoys a large and well satisfied patronage.
This sanitary establishment is the place to go when the appetite loses its edge and life becomes monotonous. Here the food is excellent. The service is speedy and courteous. This social center is conveniently located for the people of this section, being very popular with all who enjoy fine food.
You will find that this Restaurant is just the place that makes for real enjoyment. One need not be afraid to take ones most cherished friend or family here. The managers are well and favorably known in this town and section.
In making this review of the business of this vicinity and noting the spirit of the times, we see that the management of this Restaurant is in strict accord with the trend of the day and we want to suggest to our readers that they will find a visit to this establishment well worth their while."
